Quite frankly, if they can't afford Windows 10 Pro, then they probably don't need AD. Key word is probably. And it's my understanding that most of the Business features such as joining a domain are not available in Windows 10 Home.
If they are not going to spend the money to set up an AD right, I would present them with a Linux option.. At least they would be compliant on licensing, and you could get them AD features If it were me, I would walk away.
